Foreign Service Officer Pay and the FSOT Exam
FSO pay 2025: $59,000 at FS-6 Step 1 to $172,500 at FS-1 Step 14 on the worldwide schedule, before overseas add-ons. Entry FSOs typically FS-4 at ~$94,000. Overseas, Overseas Comparability Pay adds 22.79% in 2025, plus post differential up to 35% and danger pay up to 35%.

FS pay structure
9 classes (FS-1 highest non-senior to FS-9 lowest), 14 steps. Senior Foreign Service: FE-OC, FE-MC, FE-CM, FE-CA at SES rates.
2025 worldwide base (before OCP/diff/danger):
- FS-6 Step 1: ~$59,000
- FS-5 Step 5: ~$76,000
- FS-4 Step 7: ~$94,000 (typical entry)

Domestic FSOs get DC locality pay; overseas get OCP instead.
Overseas Comparability Pay (OCP): 22.79%
Until recently, an FSO who left DC for overseas lost ~25% of locality differential — effectively a pay cut just for being posted abroad. Congress fixed this with OCP, phased in over years. 2025 OCP is 22.79%, fully restoring DC parity overseas. OCP added to base salary while overseas, not domestic.
The FSOT path
- FSOT: 3-hour computer-based — biographic, job knowledge, English expression, essay.
- QEP: holistic file review of FSOT + narratives + background.
- FSOA: full-day in-person — group exercise, case management, structured interview.
- Clearances: Class 1 worldwide medical, Top Secret, suitability.
- Register: 18-month rank-ordered register by track. Calls based on hiring needs.
Plan 12-24 months FSOT to A-100 orientation.

Overseas pay add-ons
- OCP: 22.79% on base.

- Family Member Appointments: eligible spouses get paid State jobs at post.
Worked example: domestic vs overseas
FS-3 Step 5 base ~$108,000. DC: base + DC locality (~33%) ≈ $144,000. Yerevan: base + OCP (22.79%) + 20% post diff ≈ $154,000 + government housing. Danger-pay post: higher.
FSPS retirement: richer FERS
- Higher multiplier: 1.7% per year on high-3 (FERS is 1.0%, 1.1% at 62+/20+).
- Earlier mandatory retirement: age 65 for most.
- TSP + SS too.
