VA dental benefits are one of the most misunderstood parts of the VA health care system. Unlike VA medical care, VA dental coverage is not automatic for all enrolled veterans. Your eligibility depends on your disability rating, how you left the service, and a few other specific factors organized into eligibility classes.
VA Dental Eligibility: The Six Classes
Class I — Full Comprehensive Dental Care (Free)
Class I veterans receive complete dental care at VA facilities at no cost. You qualify for Class I if you meet any one of these:
- You have a service-connected disability rated at 100% (schedular or permanent and total)
- You receive Total Disability Individual Unemployability (TDIU)
- You are a former prisoner of war (POW)
- You received VA dental care within the 180 days before your honorable discharge
- Your discharge was due to a dental disability

Class II — Service-Connected Dental Conditions
Class II covers veterans with a dental condition directly service-connected. The VA treats only that specific condition and directly related needs.
Class IIA — Dental Conditions from Service-Connected Disability
For veterans whose dental problems result from a service-connected non-dental condition — for example, radiation treatment for a service-connected cancer causing dental damage.
Class IV — VA Pension with Aid and Attendance
Veterans receiving a VA pension with Aid and Attendance or Housebound benefits qualify for Class IV dental care.
Class VI — Specific Program Participants
Class VI covers veterans in vocational rehabilitation (Chapter 31), the VA Homeless Veterans Dental Program, and veterans transitioning from incarceration.
VADIP: VA Dental Insurance Program
VADIP is a voluntary dental insurance program for veterans enrolled in VA health care. It is not free — you pay a monthly premium — but rates are well below standard commercial dental insurance. Any veteran enrolled in VA health care can sign up, regardless of disability rating.
VADIP Plan Options in 2026
Two private carriers offer VADIP plans: Delta Dental and MetLife. Delta Dental's Enhanced plan starts around $21–$30 per month. MetLife offers Standard and High tiers through a network of over 370,000 provider locations. Most plans impose a 9-month waiting period for major restorative work; preventive care is available immediately.
How Your Disability Rating Affects Dental Coverage
- 100% rating (schedular or P&T): Full free dental care (Class I)
- TDIU: Full free dental care (Class I)
- Any rating with a service-connected dental condition: Partial coverage (Class II/IIA)
- 0%–90% with no dental connection: Not eligible for free VA dental; VADIP is available
