Car insurance is not a benefit the VA or DoD administers — it's a private product, and premiums are individualized based on your driving record, location, vehicle, and credit-based insurance score. No page, including this one, can tell you your exact rate. What this guide can do is explain which carriers build products specifically around military life, and what to actually compare when you shop.
For the broader picture of military-friendly financial institutions, see our Best Military Banks guide. For how deployment and PCS moves affect your finances generally, see PCS Entitlements.

USAA
Best for: service members and veterans who want an insurer built exclusively around military life, and who qualify for membership.
USAA was founded in 1922 specifically because a group of Army officers could not get standard auto insurance — insurers at the time considered the officers' frequent moves too high-risk. That origin still shapes the product: USAA auto policies include features aimed at military life, like storage coverage for a vehicle left behind during a deployment and support for titling/registration across state lines during a PCS move.
Eligibility: Active duty, National Guard, and Reserve members; veterans with a discharge type other than dishonorable; officer candidates and ROTC cadets; and family members of existing USAA members. This is the main limitation — USAA is not available to the general public.
USAA is consistently rated among the top auto insurers for claims satisfaction in independent surveys (J.D. Power and others), but membership eligibility is the gate — confirm you or a family member qualifies before comparing rates.
GEICO Military Discount
Best for: service members who want a military discount without a membership requirement.
GEICO is open to the general public and layers a military discount on top of its standard auto policy for active duty, Guard, Reserve, and retired military — no membership eligibility gate like USAA. GEICO also offers an Emergency Deployment Discount that can reduce or suspend comprehensive/collision premiums while a vehicle is in storage during deployment; ask specifically about this when you get a quote, since it isn't always surfaced automatically.
Other Major Carriers
Progressive, Allstate, State Farm, and Liberty Mutual don't run a dedicated military-only product the way USAA does, but several offer standing military/veteran discount programs stacked on their standard policy, and all are open to the general public with no eligibility restriction. Because these carriers price primarily on driving record, location, and vehicle rather than military status, it's worth quoting at least one of them alongside USAA/GEICO — the "military discount" carriers don't always win on total price once your specific risk profile is factored in.
Features That Matter for Military Life
- Deployment storage coverage: reduced comprehensive-only coverage (theft, fire, weather) while your car is parked and undriven during a deployment — ask every carrier whether they offer this, since it's not universal.
- Multi-state licensing/registration support: PCS moves mean re-registering a vehicle across states; USAA and some regional carriers have dedicated processes for this, while others require you to navigate DMV requirements yourself.
- SCRA rate protections: the Servicemembers Civil Relief Act does not cap auto insurance rates the way it caps loan interest — this is a common misconception. SCRA protections for insurance are narrower (primarily related to certain policy cancellation/nonrenewal protections), so don't assume a rate cap applies. Confirm the specific protection with your carrier.
- Overseas coverage: if you're stationed OCONUS, confirm whether the carrier covers a vehicle you're driving overseas at all — many U.S. auto policies do not, and you'll need a local or host-nation policy instead.
Comparison Table
| Carrier | Membership Required | Military-Specific Features | Best For |
|---|---|---|---|
| USAA | Yes — military-connected | Deployment storage coverage, multi-state PCS support | Those who qualify for membership and want military-built features |
| GEICO | No | Standing military discount, Emergency Deployment Discount | Military discount without a membership gate |
| Progressive / Allstate / State Farm | No | Varies by carrier; standard discount programs, no dedicated military product | Comparing total price against military-focused carriers |
How to Actually Shop for a Rate
Get at least three quotes, including USAA (if eligible), GEICO, and one carrier priced primarily on driving record rather than military status. Ask each carrier directly about deployment storage coverage and PCS-related registration support — these aren't always listed on the standard quote page. Re-shop your policy after a PCS move; your rate is tied to where the vehicle is garaged, and moving states can change your premium significantly in either direction.
